The reason lies in the history of Sikkim. Prior to its integration with India, Sikkim was an independent kingdom which had its own taxation system. The inhabitants of this area were not bound by Indian Income Tax Act that applies to other parts of country. In 1975, when Sikkim integrated into India, Government of India decided to retain her tax structure as it then existed so as not to lose her special identity and culture under Article 371F which guarantees preservation of such status.

No Need for ITR Submission

Sikkim is one of the few states where an individual is not expected to file a return on their income. Other parts of India demand that its citizens come forward annually to declare their earnings and pay taxes, but not the people from Sikkim who are exempted from such procedures. This tax holiday has been advantageous to the residents since it helps them save more money.
